Yes, my e46 had problems with the blower resistor twice. No such issue with any BMW, including the F10 now, since then. But your description is exactly what it did on my e46 - lack of fan control speed - erratic behavior, up, down, all over the place. I found the place where the F10's final stage resistor is located.
If the blower fan fails to blow air when the A/C or heater is turned on, the problem may be a defective control switch, control module (or control head depending on how the system is wired), resistor block, blower motor, relay or fuse. The blower obviously can’t operate if it isn’t receiving any voltage.
